Passion, persistence, and dedication are words that perfectly describe Regina Talamantez, the Founder CEO of RT Engineering & Associates, a leading architectural and engineering company.

Regina’s story of success shortly began after she decided to pursue civil engineering graduation at the California Polytechnic State University (Cal Poly). While classroom teaching certainly built her a solid foundation and improved her academic performance, she longed for an opportunity to apply her knowledge in real-life work environments.

As such, Regina participated in three major student internships: as a design engineer for C-17 military aircraft with McDonnell Douglas, a construction engineer at the LA Department of Water and Power, and as a highway design engineer at California Department of Transportation (Caltrans). These internships not only bolstered her skills but played a significant role in the days to come.

Regina graduated around the time when the U.S. economy was undergoing a downturn, owing to the early 1990s recession. While many fresh graduates were seen struggling to secure a job, Regina, with a combination of academia and field experience, received eight different job offers from the Caltrans. “I decided to join the most prestigious group at headquarters, as a bridge design engineer at Caltrans Engineering Service Center in Sacramento,” Regina mentions. This stint gave her an opportunity to learn new seismic criteria to implement on new bridge designs. Caltrans being the leader in new seismic criteria for bridge designs collaborated with the University of California, San Diego (UCSD) to develop the new seismic criteria for bridge designs in California. Regina along with her design section worked directly with state of the art criteria derived from Caltrans expert design teams and the University of California, San Diego (USCD).This teaming collaboration with Caltrans and UCSD, was a result of the 1989 Loma Prieta Earthquake in San Francisco. By 1991, When Regina began worked for Caltrans Bridge Design Section 8, Regina along with all others in bridge design began implementation of the new design criteria in all bridge designs. In fact, Regina and her bridge design section implemented the new seismic criteria for the emergency design on the I-5/SR-14 Interchange Replacement Project after the Northridge Earthquake, in 1994. After a few years in bridge design, Regina transferred to Caltrans Office of Structures Construction as a structures construction engineer. She was a bridge construction engineer on the “Century Freeway” on a 5-level interchange in Los Angeles, 110/105 Interchange where the flyover connectors were over 110 ft. high. Regina also worked on El Toro “Y” Interchange, South Orange County Freeway Widening and the I-15/I-40 Interchange in Barstow, California. Regina left the public agency and went to work in the consulting industry for private firms. In 2002 to present, Regina has worked on “Goods Movement” rail improvement projects in California. This program segregated vehicle traffic from railroad traffic, to reduce traffic congestion, improve air quality, reduce noise pollution, and deliver product from the ports of Long Beach and Los Angeles to the mid-west in an expedited delivery.
From there on, her career flourished. Regina went on to work as a resident engineer, project manager, and construction manager at many established companies.

Having led a variety of projects over several years, Regina witnessed firsthand how local, state, and federal agencies struggle in delivering heavy civil projects for the lack of holistic project management, design, and construction management services. So, the employee decided to become an entrepreneur. Behold, Regina founded RT Engineering & Associates (RTEA) in 2011.

As a Hispanic woman owned firm, RTEA is certified as a DGS Small Business Enterprise (SBE), CUPC Disadvantaged Business Enterprise (DBE), WBENC certified Woman Business Enterprise (WBE),CPUC Supplier Clearinghouse as a (WMBE) as a woman minority firm. Regina modeled her firm with the same diversity as her experience. She has personnel for construction management and inspection services, utility coordination, scheduling and design experience. Regina stated “I’ve managed over a billion and a half dollars’ worth of construction projects in the last 29 years. The vast experience has helped our company emerge as a one-stop-shop for all the civil engineering needs and be diversified in every phase of project delivery. Subsequently, we can directly go to our clients to understand their pain points and model our services according to their specific needs,” Regina prides.

RT Engineering & Associates, Inc. (RTEA) has been providing full-service construction management, construction engineering; and inspection services to ensure that the construction complies to contract documents, since 2012. RTEA clients have included the following agencies: LACMTA, SBCTA, RCTC, SANDAG, SBCAG, ACE Construction Authority, Caltrans District 59 (Structures Construction, Caltrans Districts 7 and 11. Department of Public Works include: cities of: South Gate, Highland, Fontana, Norwalk, Downey, Glendale, Moorpark, San Diego, and Indio. Counties of: San Bernardino RCTD, and Ventura. Several of our project include working with, SB County Flood Control District, UPRR/Metrolink/ BNSF and 3rd party utility owners), environmental compliance (SWPPP), processing of CCO and progress payments, labor compliance, document control, development of baseline schedule, CPM analysis, and monthly schedule update. Construction Engineering and inspection elements include inspection of test piles and drilled shafts; trenching and shoring, falsework review and approval, mass concrete monitoring; rubberized asphalt paving, materials management, inspection of post-tensioning operations; electrical and mechanical; and instrumentation facilities. Projects include high profile heavy civil transportation projects in highway bridge, transit aerial bridge structures, railroad bridge replacements, pump stations, storm drain and sewer conveyance systems, reclaimed water conveyance systems, roadway, traffic signals, retaining walls, sound walls, pedestrian bridges, street lighting, and beautification landscaping systems throughout Southern California.

RT Engineering & Associates, Inc. (RTEA) currently are providing services on these design build projects: California High Speed Rail Authority projects, I-10 Express Lanes Corridor, Contract I and I-15 Express Lanes and I-15/SR-91 Express Lanes Connectors. For local municipalities, RTEA provides construction management, engineering & inspection, utility design coordination, scheduling, public outreach services on traffic signal improvement, highway bridge, active transportation projects and street roadway improvement projects.

A large portion of transportation s projects also include beautification of cities through the modernization of old sewer systems and storm drains. “Many of these infrastructures are over 100 years old. So, the capacity of storm drains, and sewer lines need to be upgraded. As a construction project manager, we supervise and manage contractors as well as meet with architects and specialized trade employees to make sure that a contractor delivers a project in line with the plans and specifications of the city governments,” Regina notes. Their beautification projects also include efforts to make transportation more connected to reducing traffic congestion, noise, and air pollution, and increasing safety. Not stopping the

The company has excelled at doing coordination and management for complex utility projects. For instance, RTEA worked on the California high-speed rail project and has also helped the Bakersfield city authority to successfully complete their rail projects sprawling across 20 miles. These capabilities always drive RT Engineering & Associates to touch new heights of success. In fact, the efficacy of their projects has earned the company an opportunity to help the Los Angeles state government rebuild their age-old city infrastructure for the upcoming 2028 Olympics.

With a list of new business proposals coming their way, RTEA envisions to double its workforce by next year. In fact, the company has introduced internship programs where Regina and her team directly train young graduates. She believes that the architectural and engineering space is evolving rapidly with the retirement of old staff and the inclusion of cutting-edge technology, and it is high time to encourage youngsters to enter the industry and help them flourish. “Our goal is to bridge the gap between yesterday’s ideas and tomorrow’s realities by putting the right person on the right job,” Regina concludes.
